NJDOT construction: check your qualification first

Start with the current DC-74A application instructions, financial statements and payment requirements. Confirm your approved work classification and the project's special provisions before preparing a bid. Application submission does not establish approval.

NJDOT consultants: allow time for approval

Prime consultants need prequalification; professional subconsultants need cost-basis approval. NJDOT publishes minimum package submission lead times of five business days for prequalification and twenty days for cost-basis approval. Submission is not approval. Check the solicitation's disciplines and proposal delivery instructions separately.

Questions before pursuing the work

  • Which work classifications or consultant disciplines does this project require?
  • Are approvals in place, rather than merely applied for?
  • Which submission system and special provisions does this solicitation name?

Coverage limit: Design-build requirements are not covered by the conventional construction or consultant guidance below.

NJTA: verify the applicable qualification

Consultant PSPQ validity depends on the financial statements: up to 24 months with audited or CPA-reviewed statements, or 12 months with compiled or internally prepared statements. Confirm current approval and the EOI's required profile codes; do not assume every approval lasts two years.

Questions before pursuing the work

  • Does the required classification or profile code match the firm's current approval?
  • Which financial-statement basis determines consultant approval validity?
  • What bid security, participation documentation and delivery method does this package require?

Coverage limit: Security amounts, participation targets, portal instructions and delivery requirements need project-level review.

Questions before pursuing the work

  • Has an addendum changed delivery, copies or required acknowledgments?
  • Are technical and fee submissions separated as the project requires?
  • What attendance, qualification and question-deadline requirements are stated in this RFP?

Coverage limit: Agency-wide qualification and submission rules have not been verified. Do not apply the example below to other contracts.

Project example, not an agency rule: C-753A has a reviewed submission-check panel that is withheld when document checks no longer support it.

Ocean County

Start with the current OpenGov project, not an award archive

Ocean County opportunities ↗
Procurement orientation / Reviewed agency guidance

Ocean County: start with the OpenGov project

The county directs current bids to OpenGov; its older procurement system contains award results. Open this project's instructions, attachments, questions and addenda to confirm how to submit. Construction forms are not automatically requirements for a professional-services proposal.

Questions before pursuing the work

  • Have you opened the current project rather than an older award result?
  • Which attachments and addenda are part of this submission?
  • Does this procurement require construction bid forms or a different proposal package?

Coverage limit: A universal closing hour, security amount and professional-services checklist have not been verified.

Morris County

Downloading documents is not the same as submitting a bid

Procurement orientation / Reviewed agency guidance

Morris County: confirm delivery before bid day

The county's published purchasing guide describes identified, sealed formal bids received before the solicitation deadline. This guide uses legacy wording: confirm delivery, signatures and opening time in the current project package. Do not assume a document-download portal also accepts submissions.

Questions before pursuing the work

  • Does the current package call for physical delivery, and where must it be received?
  • Which originals, signatures and envelope markings does it require?
  • What opening time and addenda does the current cover sheet identify?

Coverage limit: The general purchasing guide contains legacy wording. Current delivery location, signatures, security and submission channels need package-level confirmation.
